Loss of Petroleum Product in the Loading process

I would like to know about the losses which incurred in the process of Loading fuel in tankers. 
If Diesel or Petrol is being top loaded in a certain carrier tanker of capacity of 40000 Litres at a certain flow rate. I would like to know on what factors the Losses will be governed in the process of loading.
